| Abstract: | History is developing,society is changing,welfare change is also among them,only the transformation could adapt to social development.Thus,welfare benefits production management must be adapted to welfare production transformation from a planned economy to a market economy;this change is mainly reflected in the change of management,changes of power pattern and changes from administrative charges to the market service charges. |
