| 摘 要： | 建设资源节约型农村要以优化农村资源利用方式为核心，以提高农村资源生产率和废弃物回收利用率为目标，以节能、节水、节地、节材和资源综合利用为重点，以农业技术创新、制度创新和自主创新为动力，结合生态文明建设，大力发展农村循环经济，持续开展资源节约行动，缓解资源的瓶颈制约和生态环境压力。

| Abstract: | Constructing resource-saving countryside should focus on the means of using resources, aim at improving the efficiency of production rate and recycling rate, stress the savings of energy, water, land and materials, emphasize agriculture, systems, and self innovation, combine with biological civilization construction, develop recycling economy, keep on resource-saving movement, relieve the bottle-neck limit of resources and the pressure of biological environment. |
