| 摘 要： | 以灰色系统理论与层次分析法为理论基础,构建了农民用水户协会综合评价方法。该方法运用层次分析法确定各指标权重,根据灰色系统理论量化定性指标,综合考虑协会组建状况、协会运行状况、渠系工程状况和协会带来效益等因素,对用水户协会进行综合评价。以安徽省肥西县为例,应用该方法对肥西县农民用水户协会进行综合评价,评价结果为良好。
