| 摘 要： | 本文通过研究湖南经济发展的特征得出:湖南经济发展必须使生产力与资源一体化,一体化方法即多建设东西交通线;结合中国经济发展情况看,湖南需要南北向交通线。两者综合形成湖南交通发展战略:建设“梯子”交通网络。
