| 摘 要： | 现代的环境治理是以公民的参与为重要特征的.论文从环境公民社会的视角出发,明确了现代环境治理的主体,并据此提出了现代环境治理的系统构成.公民对环境治理的参与主要体现为个人和NGO组织两种形式,论文指出了它们各自对环境治理的不同作用机制及其作用手段,由此,提出了企业信息公开、社区参与以及科学商店等可以有效促进环境公民社会对环境治理作用效果的建议.

| Abstract: | Citizen's participation is becoming an important character to the modern environmental governance.We ensure of the main body of the modern environmental governance and promote the structure of the environmental governance system under the angle of environmental civil society.Individual and NGO are the two forms in the participation to the environmental governance.We point out the comprehensive ecological improvement and method for these two forms,and carry out some suggestion for the promotion of how to improve the effect to the environmental governance by environmental civil society. |
