| 摘 要： | 文章以罗尔斯的差别原则为理论基础，通过论证统筹城乡发展对于农村人力资源开发的重要性，分析了统筹城乡发展过程中存在的制度上、政策上、机制上和意识上不利于农村人力资源开发的障碍因素，由此提出统筹城乡发展的思路与对策以促进农村人力资源的开发。

| Abstract: | The paper considers John Rawls' difference principle as theoretical basis to prove the importance of developing rural HR.Through the analysis of the obstacle factors that are not helpful for rural HR development in the aspects of policy,system and conception during the process of planning urban and rural as a whole,the paper puts forward the countermeasures for planning urban and rural as a whole in order to promote the development of rural HR. |
