资阳市水利可持续发展措施研究

针对资阳市水利发展面临水资源短缺，洪涝灾害，水污染以及水土流失等问题，探讨资阳水利可持续发展的思路与对策，提出树立人与自然和谐相处的治水思路，建立水资源统一管理体制，建设节水防污型社会，建立水权制度和水市场，建立与市场经济体制相适应的水利工程融资体制、管理体制和运行机制，以及统筹城乡水利的建设与发展等对策。

Studies on sustainable development of water resources in Ziyang City

With regard to the following problems in the development of water resources in Ziyang City: water resources shortage, floods and waterlogging disasters, water pollution, water and soil loss, etc., some thoughts and countermeasures for the sustainable development of water resources in Ziyang City are discussed. This paper puts forward to build up water control thoughts based on harmonious existence between human and nature, to establish unified management system of water resources, to establish water-saving and pollution-preventing society, to establish water property system and water market, to establish financing system, management system and operation mechanism for water resources projects corresponding to market economy system as well as to plan construction and development of urban and rural water resources.
