论投资启动与消费启动的结合

我国经济运行在"软着陆"后,至今多年间未能"起飞",因此当务之急是必须进一步提升经济增长率。而当前要提升经济增长率,就必须先扩大市场容量。目前仅靠单一的投资拉动,是不会全面振兴市场和扩大市场容量的。欲扩大市场容量,必须大力促进城乡居民收入增长,增强居民的消费能力。从宏观调控的角度来看,就是要加大消费启动的力度,以消费带动投资增长,投资应跟着消费走。简言之,必须实行以消费启动为主的双启动。
