效果均等标准下基本公共文化服务均等化研究

选择效果均等作为衡量标准,通过双变量泰尔指数在区域和城乡维度的空间分解,考察中国基本公共文化服务的均等化水平,结果发现:基本公共文化服务总体不均等程度呈逐年上升趋势。虽然政府不断加大对基本公共文化服务的财政安排,但对供给成本存在的区域城乡差异依然考虑不足。显然基本公共文化服务的均等化策略不应该仅仅是简单的"一刀切"式的财政配置平均化,而要侧重于社会民众公平享受公益性基本文化公共服务的权利与机会,所强调的效果均等标准要更具有现实意义,这应作为下一阶段推动基本公共文化服务均等化战略的重要方向。

A Study on Basic Public Cultural Services Equalization under Effective Equalization Standards

This article selects effective equalization as a measure standard and investigates the basic public cultural services equalization of China on the basis of the spatial decomposition of bivariate Theil index from the perspective of both regional and urban-rural area dimensions, and the conclusion is: the degree of overall inequality of basic public cultural service is increasing. Although the government is continuously increasing the public financial arrangements of the basic public cultural services , the government has not given adequate consideration on regional urban-rural supply cost differences. Evidently, basic public cultural services equalization should not simply become the average allocation of public finance featured with " one-size-fits-all" property. It should focus on people's rights and opportunities accessing to public basic public cultural services , emphasizing the practical significance of effective equalization standards. This should become an important direction of the next phase promoting basic public cultural services equalization strategy.
