医疗卫生领域政府职责与履行现状研究

健康权是公民的基本权利之一,而当前百姓“看病难、看病贵”等现象已经成为一个普遍性问题。本文在对卫生事业政府职责进行归类、梳理的基础上,对政府在卫生领域的职责履行情况进行深入剖析,认为:卫生事业发展必须与一国经济发展阶段相适应,解决当前看病难的关键在于构建公共卫生与医疗服务的协调配合;推动医疗卫生体制改革,实行全行业统一管理;同时,建立政府卫生事业经费支出的稳定增长机制;实现政府提出的“2010年人人享有基本医疗服务的目标”。

Research on the Government Function and Actuality of Implement in Medical Fields

Health is the basic right of citizen.This paper concludes the government functions in the health field.Then analyze the implementation of government functions in the health field.This paper thinks that the development of health must be adapted to the phases of economic development.The key to solve the problem is to establish the cooperation of public health and medical service,push the reform of health system,build a steady increase mechanism of government health expenditure.
