论政府与民意的有效对接

政府与公民存在着共生关系,作为代理人的政府应坚持公民至上原则,以民意作为政府决策和管理的合法性依据,推动政府与民意的有效对接。但从实然的角度看,政府与民意之间存在对接失灵的问题,而政府应为对接失灵负主要责任。因此,权力使用者应树立尊重民意的理念,推动公共权力的规范化运行,推进行政信息公开,为公民开拓畅通、多元的民意表达渠道,增强对民意的有效回应。

On the Effective Docking between Government and Public Opinion

There is a symbiotic relationship between government and citizens.As an agent of the citizens,government should adhere to the principle of ＂Citizens First＂, and make public opinion as the legitimacy basis of government decision-making and management in order to promote the effective docking between government and public opinion.However,from a realistic point of view,there is a problem of docking failure between government and the citizens.Government should bear the primary responsibility for docking failure.This article argues that government should establish the concept of respecting public opinion,promote the standardized operation of public power,make administrative information open to the public,develop clear and multi-channel public expression for the citizen,and enhance effective response to public opinion.
