It is of great significance to ascertain the basic principles and effective methods of measurement and calculation of the main index to improve quality of planning revision. In accordance with the issue, on the basis of the practice, the paper offers principles which should be followed in the measurement and calculation of the main index, and which can be taken as reference for the following general planning revision.
