Providing the relief to the policyholders is the core content of the system of insurance guarantee fund.From the perspective of comparing other countries′ related laws and theories,the author held that insurance guarantee fund should follow the principles of mainly providing the relief to the individuals,minimizing the moral hazards,and boosting its continual operation,and relief manners,scope and limits should be prescribed reasonably.The related systems of our country should be perfected on the basis of the existing rules.
