| 摘 要： | 农民工的基本养老保险关系因各地经济发展水平不同、养老保险统筹层次低、地方政府利益博弈及信息网络不健全等原因，造成了转移接续难的局面。为此，应修补法律漏洞，完善法律机制，加大执法力度；借鉴欧盟经验，实施地区间参保期限累加计算的办法；提高统筹层次，实现农民工养老保险东部地区统筹；加快推进养老保险信息化的建设，形成东部地区统一的农民工养老保险信息管理系统。
