商业银行构建操作风险防范体系的阶段性目标

随着入世过渡期的结束,国内商业银行正处在经营战略转型和股改上市的攻坚阶段,能否有效防范操作风险,不仅影响商业银行的经营成效,还直接影响我国金融安全和银行业改革发展的大局。作者提出,构建操作风险防范目标体系,在短期内,应加快完善和健全操作风险的管理制度,强化监督检查工作,做到有章可循、违章必究;中期看,应立足于搭建健全的风险管理组织体系,重点解决内控管理软约束的问题,使风险防范与激励约束机制相匹配;就长期而言,通过培育银行风险管理文化,提高从业人员的职业道德水平,强化风险防范意识,有效降低操作风险防范成本,提升内控管理效率。

Different Objectives of Commercial Banks in Establishing a Preventive System agains Operational Risks

With the end of the transitional period after WTO accession,domestic commercial banks found themselves in a critical stage featuring strategic transformation and share reform before going public.Whether to effectively avert operational risks or not affects not only the performance of commercial banks but also the financial security and the ongoing banking reform and development.It is pointed out that as far as a preventive system against operational risks is concerned,our short-term objective is to quicken steps to improve management system over operational risks,strengthen supervision and inspection and see that there is law to follow and law offenders must be punished;our mid-term objective is to set up and upgrade the organization structure for risk management and lay emphasis on solving the problem of soft constraint in internal management and matching risk prevention with incentive mechanism and our long-term objective is to improve the professional ethics of the staff by fostering a banking risk management culture and to enhance the awareness of risk prevention so as to lower the cost of prevention against operational risks and heighten the efficiency of internal control and management.
