突发事件应急物流中资源配送优化问题研究

本文认为,为响应突发事件快速配送的要求,解决抗灾物资供不应求问题,应综合考虑可重复利用和不可重复利用的抗灾物资,在针对突发事件的应急物流配送系统中实施转运策略,实现受灾点物资一体化协调,以提高服务水平,加快抗灾速度。针对突发事件的动态性和不确定性,文章综合考虑后续一定时间内系统中灾情的发展状况及对抗灾物资的需求情况,利用机会成本的关系,建立了整数规划模型,为实现应急物流配送系统资源调度的最优方案提供了依据。

Study on the Distribution Optimal Problem in Emergency Logistics for Emergency Ecent

In this paper,considering that delivering the materials(e.g.medical materials and personnel etc.) to the affected places in short time and solving the problem that demand exceeds supply,the strategy of transshipment is presented in emergency logistics distribution system based on the emergency event for both the reusable commodities and unreusable commodities.In this way,we can integrate the affected places into being a system,improve the level of service and accelerate the speed of defending disaster.What's more,for the uncertainty and dynamic of the emergency event,the problem in the next period which is described by opportunity cost is considered in making the dispatchment solutions.Finally,an integer programming model is developed for finding the optimal dispatchment solutions of emergency logistics distribution system.A numerical example is illustrated our conclusions.
