| Abstract: | Because being in power and participating in government and political affairs have the mutual political basis and common interest goal, and they all can be operated in an incorruptible way, so they are identical in these aspects. But they are different virtually in the position, conditions and nature. The two can be united in the great course of bringing peace and stability to the country and the construction of the socialist political civilization. |
