广西工业创新发展的实证研究

创新是促进经济社会发展的动力,广西工业经过长期的发展,工业创新能力不断提高,企业研发机构已经具备发展的基础,创新人才资源出现快速集聚的趋势,以企业为主体的技术创新体系初步形成,政策和创新环境进一步改善。但是也存在企业创新投资能力不足、自主知识产权转化程度低、工业竞争力不强、创新资源配置效率不高等问题,主要原因是创新人才尤其是高端R&D人才匮乏、企业科技创新经费投入不足、工业竞争力不强、创新资源配置效率不高、技术中介服务市场化程度低等,为了加快工业创新发展,需要采取夯实创新基础、突破发展重点、集中力量攻关、实施创新工程、深化合作交流、优化创新布局等对策建议。

Empirical Study on Industrial Innovation and Development in Guangxi

Innovation is a power to drive economic and social development. After long-term industrial development in Guangxi, the industrial innovation ability is being under incessant elevation, enterprise-level R＆D institutions have already formed a foundation for development, resources of innovative talents are in a tendency of fast collection, a technology innovation system has preliminarily formed with enterprises as the main body, and the environment of policy and innovation has been further improved. However, there are such problems existing as insufficient ability of the enterprises for investment in innovation, low transformation level of independent intellectual property rights, weak industrial competition strength, and low allocation efficiency of innovation resources, etc.. The main reasons for the problems above include lacking innovative talents, especially high-end R＆D talents, insufficient investment in scientific and technological innovation of the enterprises, low industrial competition strength, low allocation efficiency of innovative resources, and low marketization degree of intermediary service for techniques, etc.. For acceleration of industrial inno- vation and development, it is needed to adopt such countermeasures and suggestions as consolidating foundations for in- novation, breaking through key points of development, concentrating strength on tackling critical points, carrying out innovation projects, deepening cooperation and communication, and optimizing new layout for innovation, etc.
