党的十七大报告提出：科学发展观核心是以人为本。全面落实科学发展观，充分发挥企业基层党组织的战斗堡垒作用和党员的先锋模范作用，关注民生，以人为本，构建和谐企业，是党中央在新的历史时期对企业提出的要求。企业只有面对新形势，不断加强和改进企业基层党组织建设和不断提高以人为本、为职工服务的思想，才能为构建和谐企业服务，企业才会得到更好更快的发展。
