冰雪经济对黑龙江省区域经济的影响

2007年8月出台的《东北地区振兴规划》中明确提出要积极发展东北旅游业，发挥冰雪等旅游方面的优势，开发具有国际竞争力的冰雪旅游产品。随着东北老工业基地的调整和改造，冰雪经济作为黑龙江省第三产业的重要组成部分，对全省区域经济的发展有着深远的影响。应从开发冰雪经济的可能性与必要性出发，树立冰雪经济的市场观念，建立冰雪产业体系，以冰雪旅游为龙头，争取承办各大冰雪体育赛事的机会，进行多渠道融资，以带动经济的增长，促进冰雪经济的发展。

Innuence of Ice-snow Econolny on Heilongjiang Regional Economly

In "Plan of Revitalizing Northeast China" issued in August,2007,the government proposed the strategy of actively developing Northeast tourism,taking the advantages of ice-snow tourism and exploring ice-snow tourist products with capacity of international competitiveness.With the adjustment and transformation on Northeast Old Industrial Base,ice-snow economy,the major component of Heilongjiang tertiary industry,has profound impact on the development of regional economy.Starting from the possibility and necessity of developing ice-snow economy,we need establish market concept of ice-snow economy and ice-snow industrial system,strive for the opportunity of holding all kinds of ice-snow sports games,and promote the development of ice-snow economy by multi-channel financing.
