中国经济在世纪之交的前后一个相当长的历史时期内，属于一种从传统集中型计划经济向社会主义市场经济过渡的制度转型经济。在这种经济的运行和发展中，政府的角色定位和职能转变始终具有原发性的决定意义。本拟在总结评述近20年改革与发展经验和有关理论研究成果的基础上，对转型发展中的政府角色定位和职能转变等问题给出一个简洁概括，以期对今后的改革与发展实践有指导意义。

The Role a Government Plays in the Transition of Economy and how to Change it

A transition from planning economy to socialism market one has been going on in China around the 21 st century,in which the government played, and still will have,a decisive role.The author summarizes the experiences and theories of the economic reforms and developments in the past 20 years,and represents us with a brief survey concerning such a decisive position the government stood and its rold changing with an expectation that they are useful for deepening the reform and development.
