社会信用体系建设：概念、框架与路径选择

信用、征信、信贷征信这三个概念,在内涵上层层递进,为构建社会信用体系提供了逻辑思路和着眼点。完善、高效的信用体系,应该是包括法律法规、道德规范、信用服务、政府监管和信息系统建设在内的综合性系统工程。为加快社会信用体系建设,一方面应以信贷征信带动整个征信行业发展：由人民银行主导统筹公共征信与商业征信发展;以人民银行为主体推动建立征信监管体系;以人民银行信息数据库为基础完善征信数据库。另一方面,需要以征信发展促进社会信用体系建设：加快征信立法进程,加强征信宣传教育,培育征信市场需求。

Construction of Social Credit System: Concept, Framework and Path Selection

The three concepts of credit,credit information and credit loan information,showing a progressive nature in connotation,provide a logical philosophy and a focus for building a social credit system.A sound and efficient credit system should be an integrated system project including laws and regulations,ethics,credit services,government monitoring and information system construction.To speed up the construction of social credit system,on one hand,it＇s necessary to promote the development of the whole credit information industry by improving credit loan information service： to coordinate and dominate the public and commercial credit information development by the People＇s Bank of China（PBC）;to promote the establishment of the main credit information regulatory system dominated by the PBC;to improve the credit information database on the basis of the PBC information database.On the other hand,it＇s necessary to promote the development of social credit system building through credit information construction： to quicken legislative process for credit information,to strengthen publicity and education on credit information and to cultivate credit information market demand.
