对英国、美国、德国和日本等比较发达国家的最低生活保障制度的考察表明,建立真正意义上的居民最低生活保障制度,一要有立法的保障;二要结合国情,因地制宜,在法律法规中对保障的内容作出具体而细致的规定;三要依据社会经济发展的水平来界定最低生活保障标准;四是筹资渠道要多样化,充分发挥民间组织的作用。

An Extra-territorial Vision of the Minimum Livelihood Guarantee System and Its Inspiration

By observing the minimum livelihood guarantee system of the developed countries such as the United Kingdom, the United States, Germany and Japan, we find that if we must establish a true sense of rural minimum livelihood guarantee system, we must firstly have the legislative guarantee; secondly, adapt to our own national conditions and give detailed specification of the content of gurantee; thirdly, define the poverty line (the minimum living standards) on the basis of socio-economic development, fourthly, enrich and diversify financing channels and give full play to the role of civil organizations.
