南水北调与黄河未来水量分配

摘    要:未来南水北调工程的实施,将会置换出一部分黄河水量,这部分水量在流域上中游的再分配将会对整个黄河流域水资源的合理开发利用产生极为深刻的影响。根据黄河流域上中游各省(区)实际情况,在保证经济社会用水和必要的生态环境用水的前提下,运用层次分析和模糊决策理论相结合的方法,对南水北调东线、中线和西线工程不同水平年、不同调水规模情况下,黄河可置换水量在流域上中游的再分配问题进行了探讨。

Abstract:The future implementation of the South North Water Transfer Project will substitute a part of water from the Yellow River which will be reallocated in the upper and middle reaches.This part of water will make extremely deep-going influence to the rational development and utilization of water resources of the whole Yellow River basin.The paper approaches to the reallocation issue of substitutable water in the upper and middle reaches according to the actual situation of each province situated in the upper and middle reaches,under the premise of ensuring water use for social and economic purpose and necessary ecological environment use,by using the combined method of stratification analysis and fuzzy decision theory and under the conditions of different level years and different scale of water regulation of east route,middle route and west route of the South North Water Transfer Project.
