| 摘 要： | 全民创业不仅对巩固和发展我国深化改革、全面推进小康建设有着重大的现实意义,而且必将对实现富民兴国的长远目标产生深远的影响。在对创业内涵界定的基础上,探讨我国对创业激励机制的建立,认为政府主要应从诱导因素集合、行为导向制度、行为幅度制度、行为时空制度四个方面加强对全民创业的激励引导。
