| Abstract: | This paper presents an analysis of the obstacles against the development of property ownership and management of the tourist resources. In particular, we indicate the features of how to promote the separation of property ownership and management of tourist resources in the future in Heilongjiang province. We give some advice on how to meet the stated targets. |
