| 摘 要： | 传统的二元关系论把政府和市场作为完全平行的、对立对等、非此即彼的两个极端。在现代社会中,没 有政府的市场和没有市场的政府都是不可想象的。政府干预经济,要尽可能起到弥补市场失灵的作用。
