国家与产权：农村土地制度变迁的绩效分析

回顾我国的土地制度变迁过程，由于国家对于产权界定、侧重的不同，造成了我国不同时期的土地制度安排的复杂性和多样性，从而造成了不同的经济绩效。通过对建国以来我国主要的土地制度安排的绩效进行分析比较，尤其是对重点分析近年来在家庭承包责任制基础上的一些制度创新的分析，我们发现，制度约束和锁定是造成经济低效的主要原因，为此，国家尤其是地方政府，如何使制度安排的绩效更大，为农村土地制变迁减轻压力是我们今后努力的方向。

Country and Property Right:An Analysis of the Performance in the Variance of the County Ground System

Looking back the variance of our ground system,it appears complicated and multiform in our ground system arrangement during different periods,due to the difference of the definition and the emphasis on property right,thereby it makes for different economic performances.By analyzing and contrasting the performance of our main ground system arrangement since state established from the point of the definition of property right,especially the system innovation based on the family system of contract responsibility in recent years,we can find the main reason causing the low effectiveness of economy is the system restrain.So,to the nation,especially the local government,the direction is to arrange the system more effective and decrease the pressure of the variance of the county ground system.
