供给侧结构性改革视角下的中央水利企业改革与发展

根据中央水利企业发展现状,总结了近年来中央水利企业改革取得的成效与存在的不足,并结合供给侧结构性改革"去产能、去库存、去杠杆、降成本"的要求,探讨了中央水利企业改革的方向,进而提出加快企业清理整合、加强企业风险防控、参与水利行业"补短板"工作以及出台解决历史遗留问题配套政策等相关建议。

Reform and development of central water conservancy enterprises from perspective of supply-side structural reform

Based on the review of the current development situations of central water conservancy enterprises, the effects and shortcomings of enterprise reform in recent years are summarized. By combining with the internal matters in the supply-side structural reform such as decrease of capacity and inventory and reduction of leverage and costs, the reform directions of the central water conservancy enterprises are discussed, and then the related suggestions are put forward as follows: acceleration of enterprise clean-up and integration, strengthening of risk prevention and control of enterprises, participation of filling the short board work of water conservancy industry and introduction of supporting policies to solve historical problems.
