浙江省水库建设移民前期隐性损失及对策探讨

了解和合理补偿工程建设前期移民的隐性损失,有利于维护移民的合法权益,保证移民安置工作的顺利开展。结合浙江省G水库移民在搬迁前的生产、生活等情况,将移民前期隐性损失分为生产性损失、生活性损失、发展权损失以及精神损失并对其进行分析探讨。提出科学规划安置区、合理制定补偿标准、设立生态补偿金、妥善处理库区剩余土地资产、注重移民精神关怀等建议。

Recessivelosses and compensation of reservoir resettlement during early stage of project construction in Zhejiang Province

The understanding and reasonable compensation of the recessive losses of the resettlement during the early stage of project construction is conducive to safeguarding the legitimate rights and interests of the resettlement and ensuring the smooth development of the resettlement work. Combined with the production and living conditions of the resettlement of G reservoir in Zhejiang Province before relocation, the recessive losses of the resettlement are classified into losses of productivity, losses of living, losses of the right to development and losses of mental anguish and are discussed. Some suggestions are put forward as follows: scientific planning of resettlement areas, reasonable formulation of compensation standards, setup of ecological compensation fund, proper treatment of the remaining land assets in the reservoir areas, and attention paid to the care of the resettlement.
