摘    要:依据企业年金体系和社会福利之间的互动关系,从宏观和微观两个方面论证黑龙江省发展企业年金的积极意义,尝试着运用实证分析法,将经济学原理和社会实践相结合,通过对国内外以及黑龙江省企业年金的发展历史进行分析,以借鉴历史的经验教训,对制约企业年金尤其是黑龙江省企业年金发展的瓶颈问题进行实证研究和规范性分析,从企业年金运营模式、监管模式以及一些配套措施等方面提出政策建议,以加快发展企业年金市场,促进企业年金尽早真正成为黑龙江省多层次社会养老保险体系中"第二支柱"。

Abstract:Based on the interaction between corporate pension plans and social welfare,the paper addresses positive influence of developing pension plans in Heilongjiang from both macro and micro angles,through a historical,comparative and quantitative analysis.By putting economics theories into social reality,comparing pension historical development in Heilongjiang with those in other provinces and abroad,it makes both qualitative and quantitative analysis on the restrictive factors in pension development.The research also gives policy suggestions on patterns of pension organization and its regulation in order to accelerate pension market growth for the purpose of realizing "the second pillar" of a multi-pillar social retirement insurance scheme in Heilongjiang.
