综合配套改革机制研究

改革机制是指在改革过程中改革运作系统诸要素相互作用的方式。本文在改革的基本要素、过程和机制一般性分析的基础上，阐述了综合配套改革的主体、改革载体、改革方案、改革利益，认为综合配套改革的运作系统要素呈现多极化和运作过程呈现层次化的特征。综合配套改革机制应在动力上自上而下和自下而上相结合；在组织推动上多元主体互相补充；在技术支持上，要求改革方案的精细化；在外部保障上，地方立法权与外生检查监督相配套；在空间扩散上，行政传导与自然传导共同作用。

Reform mechanism is the way that the factors of reform operational system interact each other in the process of reform.Based on the general analysis of basic factors,processes and mechanisms of reform,this article expounds the subjects,carriers,schemes and advantages of the Comprehensive Coordinated Reform and puts forward the opinion that the operational system factors of Comprehensive Coordinated Reform reflect the characteristic of multi-polarity and the functional processes present hierarchical.In terms of the motivity,the mechanism of the Comprehensive Coordinated Reform is both top-down and bottom-up.In terms of the organizational promotion,multi-subjects support mutually.In terms of the technical supports,the mechanism calls for refinement of the reform schemes.In terms of exterior guarantees,the local legislative,and the outer supervision and inspection brace each other.In terms of the space diffusion,administrative transmission and natural transmission interact.
