摘    要:通过量化后的政策,本文测量了政策之间的协同问题,并利用扩展的柯布—道格拉斯生产函数研究了政策协同与经济绩效之间的关系。文章的主要贡献在于给出了政策量化标准具体的操作手册,并得出一些新的结论:第一,经济增长与政策力度强相关;第二,技术引进与消化吸收的政策目标协同对经济绩效没有贡献,原因在于两者协同在政策层面的缺失;第三,财政税收与行政措施的协同对经济绩效具有显著的削弱作用,而金融外汇与行政措施的协同对经济绩效有显著的促进作用。

Abstract:Taking innovation policy as an example,this paper explores how to measure policy. On the basis of the quantified policy,we have measured the coordination of policy,and used the classical C-D function to find the relationship between the coordination of policy and economic performance. The main contribution of this paper is to give out the manual for measuring policy and to draw some new findings by econometrical model: Firstly,the power and the coordination among departments have positive effect on performance. Secondly,the coordination between introduction of technology and assimilation has no contribution to performance. The main reason is that there is no such coordination in the innovation policy of China at all. At last,the coordination between administration and fiscal policy as well as taxation has significant negative effect on performance,while the coordination between administration and policy has significant positive effect on economic performance.
