The Inspiration on the Foreign Old-age Pension Legislation

The western developed countries and some new and developing countries have put in their pension system at a higher stage of development, going through the initial and reforming process. There are typically different kinds of legislation model in world today: the Germany model that stresses the balance between right and obligation; the English model that characterizes as social welfare obligation and the compulsory saving-up model that are practiced in Singapore and Chile. Although there are very different in concrete measures among the above-mentioned models, the tenet of the right of old-age pension, the orientation of justice combining with efficiency are set up. What we can benefit from international experience is mainly that we need to unify the legislation system and improve the legislation level; to assume the government liability and to ensure the pension legislation meeting the level of economic development.
