| 摘 要： | 目前林业已进入发展现代林业、建设生态文明、全面推进集体林权制度改革的重要阶段,林业的改革与发展迫切需要保险的支持。通过对我国森林保险现实情况的分析,明确了公共财政扶持在森林保险事业的发育过程中必不可少的作用,进而提出建立"以政策性森林保险为基础,商业性森林保险为补充的复合型森林保险体系"的总体思路,以期通过构建政策性森林保险平台带动商业性保险的开展,逐步建立完善的林业灾害防救体系,保障林业生产,实现兴林富民。
