论北京市中小企业发展及援助体系

多年来，北京市中小企业的总体规模不断扩大，中小企业的社会贡献不断增长，在经济和社会发展中的作用日益突出，但同江浙相比，中小企业的规模、活力、环境等差距还很大，一直存在着外部环境支持不足的问题，企业创立难，成长难，做大做强更难。北京市中小企业成长中的问题核心是观念滞后造成的制度缺失。解决这一问题，需要发挥政府和社会等多方面的力量，协力为中小企业提供从创立到成长的各种支持。目前，应从更新观念和制度环境着手，营建北京市中小企业成长援助体系，为中小企业的发展提供基础性支持。

On Development of Beijing SMEs and Their Assistant System

Over the years, the overall scale of small and medium-sized enterprises（SMEs） in Beijing has been expanding gradually, the contribution of SMEs to the impact of economic and social development has been growing increasingly. But comparing with that of Jiangsu and Zhejiang Provinces, there is still a large gap in aspects of enterprise scale, vitality and environment. There is al lack of support existing in external environment. It＇s hard for creation and difficult so th cult foe problem of being oe SMEs in Beijing to grow as well as more difficult to become bigger and stronger. The principal problem of Beijing SME growth is lack of appropriate system due to lagging of correct ideas. To solve this problem, it needs to make full roll of governments and societies and provide all kinds of support for SMEs ＇development from creation to growth coordinately. At present, we should build the assistant system and supply basic support for development of Beijing SMEs from updating of ideas and perfecting system environment.
