| 摘 要： | 公平竞争是市场经济发展的根本要求。由于历史的、体制的原因，国有企业缺乏公平竞争条件，难以同其他各类企业在市场经济中实现公平竞争。必须采取有效措施，积极创造国有企业参与市场竞争的条件，使之适应国有企业改革与发展的需要。

| Abstract: | Fair play is the basis need for developing market economy. Tanks to the historical and institutional reasons, State-owned enterprises, short of conditions for fair play, fail to compete fairly with other enterprises in market economy. Therefore, effective measures must be taken to create fitting conditions so as to agree with the reform and development of state-owned enterprises. |
