| 摘 要： | 科学发展观的理论区分了科学发展与非科学发展两种发展类型。转变经济发展方式包含着生产力与生产关系两方面的变化。一方面,科学发展要解决生产力发展中积累的内部矛盾。这些矛盾包括:生产力根本动力与初始动力的矛盾;生产力发展的自然基础与表面成果的矛盾;生产力发展的前景支撑与现实依托的矛盾。另一方面,科学发展的有效推进要以改进生产关系为前提。改革过程中客观上产生了使生产关系变异的因素,非科学发展就来自于此,其集中表现就是产生了资源劣化配置的双推动机制,背后即为从资源劣化配置中获利的既得利益者。不从生产关系入手有针对性地扫除障碍,就打不开生产力科学发展之路。
