广东省欠发达地区新农保制度的调查研究——以广东阳山县七拱镇为例

农村养老保险制度成为降低欠发达地区农民养老风险的重要途径，也是构建和谐社会的重要制度保障。然而，欠发达地区在推进农村养老保险制度的过程中，还面-临着“新衣保养老金筹资方式单一、新农保养老保障功能有限、新农保保值增值能力不足、农民参保积极性有所回落”等诸多现实问题。为此，本文从加大新农保制度的宣传力度、建立健全新农保制度的法律体系、建立健全新衣保制度的监管体系、提升新农保基金的保值增值能力、增加新农保基金的投入力度等五个维度提出了相应对策建议。
