我国财政性科研经费柔性化管理研究

财政性科研经费的有效管理与使用是一国竞争力提升和创新驱动发展战略实现的重要保障。目前我国科研经费管理体现出较强的刚性特征，因而产生了较多问题，如科研人员积极性不高、人力资本价值未能得到充分体现、科研经费使用效率不高等。针对目前我国科研经费管理的刚性特征及各种现实问题，提出了科研经费柔性化管理理念，并构建了我国财政性科研经费柔性化管理概念模型，可为财政性科研经费有效管理提供决策参考。

Study on the Flexible Management of State-Funded Scientific Research Fund in China

It's an important resource for the promoting the competitiveness and attaining development strategy droved by in-novation to use and manage state-funded scientific research fund effectively .At present ,the management of scientific re-search funds in China is characterized by strong rigidity ,so there are some issues should be solved ,for example scientific research personnel enthusiasm is not high ,the value of human capital has not been fully reflected ,efficiency of scientific research funds is not high and so on .According to these issues ,it puts forw ard the concept of flexible management of state-funded scientific research fund ,and builds the concept model of flexible management of state-funded scientific re-search fund .The research will provide reference for decision making for managing state-funded scientific research fund ef-fectively in China .
