Patent pools based on licensing for patent transformation has become the dominant paradigm of high -tech industry competition and development in the world .Vertical integration patent pools have one kind of licensor which leads to licensing to trouble ,and patent pools based on Triple Helix can promote necessary patent transformation effectively and allocate resources rea-sonably .In this paper ,it researches on licensing advantages of patent pools for patent transformation based on triple helix ,finds that compared with vertical integration patent pools ,patent pools based on Triple Helix have some licensing advantages about li-censing power ,licensing contracts and licensing market for promoting necessary patent transformation ,that is durable capitaliza-tion features of necessary patents from multiple sources to ensure licensing power strong ,win-win goals to ensure licensing con-tract reached smoothly ,and easily forming a de facto standard to ensure licensing market advantage .
