重大水利工程项目社会稳定风险评估综述

从评估主体、评估内容、指标体系、评估方法和评估流程等方面综述重大水利工程项目社会稳定风险评估。由于现有研究主要从引起社会稳定风险的原因和社会稳定风险的定义界定社会稳定风险,因此认为未来应更全面地考虑各项评估内容,更多地结合外部环境和项目本身两个方面,在评估指标体系中加入公众参与指标,选取评估方法时,将层次分析法和模糊评价法等几种评估方法有机结合起来,取长补短,这些对完善社会稳定风险评估具有重要的意义。

Review of risk assessment of social stability of key water conservancy projects

The risk assessment of social stability of key water conservancy projects is studied from the aspects of evaluation subject, evaluation content, index system, evaluation methods and evaluation process. Owing to that the existing researches define the social stability risk from its causes and the definition, in the future, all the evaluation contents should be more comprehensively taken into account, and it should combine the external environment with the project itself. The public participation index is added into the evaluation index system. For selecting the evaluation method, the analytic hierarchy process and the fuzzy evaluation method are combined to learn from each other. The results are of great significance to improving the assessment of social stability risk.
