分成制教育金融制度征信体系:内涵与构建

摘    要:分成制教育金融制度与债性教育金融制度都属于信用制度范畴,但二者征信体系的甄别和约束重点却不尽相同:债性教育金融制度的甄别重点在于排除可能产生逆向选择的主体,约束重点在于因可能违约而产生的道德风险行为;分成制信用体系的约束重点与债性合约一致,仍然在于因违约可能产生的道德风险行为,而甄别重点则有所不同,主要是用资方人力资本积累效果的大小程度。因此,美国债性合约下的征信体系可以在一定程度上作为我国分成制合约征信体系关于甄别道德风险的借鉴。征信体系效应与信用资源多寡相互加强的规律要求我国必须构建一个在微观上从由政府主导逐渐向由市场主导过渡、在宏观上始终由政府主导的征信体系,分成制约束重点也应当通过信用制度的创新来实现。
