| 摘 要： | "十一五"时期,在建设创新型国家宏伟目标的指引下,在国家创新体系逐步形成、创新激励政策不断完善的背景下,中国工业企业自主创新迎来了重要的战略机遇期.在这一阶段,中国工业企业总体研发状况有明显改善,研发投入、研发活动以及研发产出情况良好,但是也反映出一些问题,例如存在"重数量、轻质量"的错误导向.针对存在的问题,本文提出了相应的政策建议.
