大都市边缘区基本农田功能特点及划定方法

研究目的:与传统的耕地保护相比,大都市区域的耕地保护有其特殊的意义,因为大都市郊区的优质耕地被建设用地占用的速度和可能性最大,如何保护大都市区域的耕地、如何规划大都市郊区基本农田已成为耕地保护研究的热点。研究方法:从大都市郊区基本农田的功能入手,详细论述基本农田的基本功能和外延功能。研究结果:对不同级别的行政主体对基本农田的认识和关注焦点进行了分析;结合不同行政主体关注的焦点和对基本农田功能的侧重,综合基本农田的生产能力、生态和稳定性3个方面构建大都市郊区基本农田规划理论体系。研究结论:为基本农田规划理论体系的进一步完善和实际工作的深入开展提供借鉴参考。

Functional Features and Identification Methods of Prime Farmland in Metropolitan Suburbs

Regarding to that （1）it becomes a hot issue in farmland preservation researches and （2）the preservation of farmland within metropolitan suburbs has special significances comparing with traditional farmland preservation, the purpose of this paper is to find out that how to protect the farmland in the metropolitan suburbs and how to plan prime farmland in metropolitan suburbs since the speed and possibility of the occupied high-quality farmland in metropolitan suburbs by construction are highest. Methods employed include（1）based on the functions of prime farmland in metropolitan suburbs the basic and extended functions of prime farmland are discussed in detail;（2）analyze the recognitions of prime farmland and special attentions of administrative authorities on different levels ;（3）regarding to the focuses and emphasis of administrative authorities on various levels, the theoretical planning system of prime farmland within metropolitan suburbs is established based on the integration of three aspects of prime farmland, i.e., the production capacity, ecology and stability. It is concluded that this study can provide reference for the further improvement of theoretical planning system of prime farmland and the deep implementation of practical projects.
