| 摘 要： | 民航业的发展离不开政府的管理,但政府如何管理空运业问题,涉及到政府在民航业的经济职能与管理方式。通过对美国和日本政府管理民航业的历史回顾,归纳出美国"自由市场模式"的特点和日本"政府主导模式"的特点,提出有利于中国民航业发展的政府经济职能与管理方式的启示。

| Abstract: | Government's administration of civil aviation concerns its economic role and form of the industry. Based on a historical review of the US and Japanese experience, the essay sums up the characteristics of the US model of "free market" and the Japanese model of "government leading", pointing out their enlightenment to China's government economic role and administration form in the development of her civil aviation. |
