| 摘 要： | 智能电网对于保障安全、优质、高效的电力供应，发展清洁能源、应对气候变化、解决能源短缺和环境保护等问题具有重大意义。首先介绍了国外智能电网的定义、发展动因及最新认识，从战略框架、激励政策的出台与行业参与、标准制定、国际合作4个方面，综述了国外智能电网的总体发展情况。之后分析了中国发展智能电网的目标，就我国发展智能电网应重点关注的方面提出了几点建议。
