我国现阶段药品价格规制效果的实证研究

利用最优规制政策模型从理论层面对我国现阶段药品价格规制政策的效果进行了分析,并用计量经济学模型和面板数据对分析结论进行了检验,结论认为:药品价格规制政策对降低药品费用有效,但是效果非常有限。要改变这种现状,一是应该建立一个有利于各种利益集团合理表达其意见,争取其利益的制度机制;二是政府应该转变职能,从"办医院"真正转向"管医院",切断政府与医疗机构之间复杂的联系。

Empirical Study on Current Pharmaceutical Price Regulation Effects in China

This paper studies the effects of current pharmaceutical price regulation in China by using Optimal Regulatory Policy Model,and testes the result by econometrics model and panel data,and comes to the conclusion that the current pharmaceutical price regulation policies in China are effective in decreasing drug expenses with a limited influence.In order to improve the effects of pharmaceutical price regulatory policy,firstly the government should establish a mechanism for various interest groups to express their interests,Secondly the government should change its character from hospital manager and hospital supervisor to pure hospital supervisor,and the complex connection between the government and the medical institutions should be cut off.
