| 摘 要： | 全面建设小康社会是我国21世纪前20年的主要奋斗目标。根据我国国情,根据我国贫困地区和贫困人口现状,对我国贫困地区的小康社会全面建设进行研究,提出贫困地区小康社会全面建设的总体战略,以及实施这一战略的途径和对策。

| Abstract: | Comprehensively to build a "Xiaokang" society is a goal of first twenty years in 21th century in China. Based on the national situation and the population in poor area, this paper emphasizes the study on comprehensive building-up of "Xiaokang" society. Authors propose the overall strategy and approaches or countermeasures for realizing this strategy in poor area. |
