| 摘 要： | 信息不对称而导致政府"规制失灵"的现象引发了理论界和产业界对政府规制方式进行调整和完善的思考。激励性规制由此被引入传统自然垄断产业。本文阐释和分析了最高限价的激励性规制在电信产业中的应用及其所带来的运营商效益提升、社会福利增加的双赢局面,旨在为我国的政府规制和电信改革提供有益的借鉴和参考。

| Abstract: | Government regulation is urged to develop from theoretical and industry field due to regulation failure caused by asymmetric information. Incentive regulation is implied to the traditional monopoly industries. The price cap incentive regu-lation is applied to analyze telecommunication industry in this paper. And win-win situation that the telecommunication opera-tors turn to be more efficient and the social welfare is enhanced can be obtained under this regulation. This will offer useful references to the government regulation and telecommunication reform in our country. |
